Changing a program so it can be used in another language used to involve making major adjustments to the original program and sometimes used to require writing a totally different program for the new language. For example, developing a program in English and then changing it so it could be used in Arabic would take making major modifications to the original code, adding routines and introducing new tools to make the changes. The introduction of Visual Studio .NET has changed that drastically. Application developers can write programs in one language (say English) and then with minimum recoding, the programmers can adjust them so they could be displayed in another language (like Arabic). However, it may be necessary to place a child safety seat in the front if all rear seating positions are in use by other children or the child safety seat cannot be firmly attached in the rear. Some manufacturers of cars with automatic belts have provided special child seat buckles or belts for anchoring a child safety seat tightly in the front seat, if necessary. Wikipedia epitomizes the promise and limitations of the collaborative Web. What would be needed to “build a better Wikipedia”? New infrastructure is emerging that combines the best from the Semantic Web, general purpose “Content Management,” provenance tracking, and other technologies to fill the gap between contemporary Web technology and formal Cyberinfrastructure. Social computing opens the door to creating collective knowledge through new capabilities to “mash up” content and “meet” on-line to create new collective artifacts of many kinds [9, 10]. The Web is home to a vast number of collaborations, large and small, with many purposes. These collaborations build on a common infrastructure which is used to implement different policies and cultures. At the same time, a global effort is defining an emerging “CyberInfrastructure”, to provide ubiquitous mechanisms for accessing shared resources [5].
