It draws on existing studies, interviews with staff at universities who have implemented Web 2.0 technologies for learning and teaching, and a week-long web based seminar (webinar) with expert contributions, both from speakers and the audience. The report builds on the briefing documents that were written especially for the webinar and the results of the webinar discussions, many of which can be found in the Moodle site that was used to support the conference.
Web 2.0 will affect how universities go about the business of education, from learning, teaching and assessment, through contact with school communities, widening participation, interfacing with industry, and maintaining contact with alumni. However, it would be a mistake to consider Web 2.0 as the sole driver of these changes; in reality Web 2.0 is just one part of the Higher Education (HE) ecosystem. Other drivers include, for example, pressures to greater efficiency, changes in student population, and ongoing emphasis on better learning and teaching methods.
Nonetheless, Web 2.0 is, in our view, a technology with profound potential for inducing change in the HE sector. In this, the possible realms of learning to be opened up by the catalytic effects of Web 2.0 technologies are attractive, allowing greater student independence and autonomy, greater collaboration, and increased pedagogic efficiency.

This article describes an online platform for educators with free open source educational systems including wikis, blogs, bulletin boards, Content/Course Management Systems, and MOOs, all open systems which are easily installed and managed. By setting up a content-based server, educators can save and archive their files online easily, and integrate their online resources without needing web design skill. With full control of these different educational tools, educators can form a collaborative learning community based on their teaching goals. Thus teachers and students can build an online community as partners. They can learn from and with others, share and try out web learning tools, distribute leadership and inspiration, and support and interact with others from all over the world.

Python's elegant syntax and dynamic typing, together with its interpreted nature, make it an ideal language for scripting and rapid application development in many areas on most platforms.
The Python interpreter and the extensive standard library are freely available in source or binary form for all major platforms from the Python Web site, http://www.python.org/, and may be freely distributed. The same site also contains distributions of and pointers to many free third party Python modules, programs and tools, and additional documentation.
The Python interpreter is easily extended with new functions and data types implemented in C or C++ (or other languages callable from C). Python is also suitable as an extension language for customizable applications.
This tutorial introduces the reader informally to the basic concepts and features of the Python language and system. It helps to have a Python interpreter handy for hands-on experience, but all examples are self-contained, so the tutorial can be read off-line as well.

However, from our ten years of experience in promoting an e-Learning system called TIES in higher education, we have realized that an “e-Teaching” environment for teachers to teach effectively and happily needs to be founded as a prerequisite to successful e-Learning.

The reasons are as follows: (1) teaching is more fun and active than learning, (2) teaching requires more creative and imaginative brain work than learning, (3) teaching creates more value than learning, and (4) the Web is growing as a global brain harnessing intellectual knowledge. A seemingly innocuous shift of the center of attention from students to teachers may transform e-Teaching as a current Web 0 status to even Web 2.1, if we may borrow a trendy word from a recent Web 2.0 hype.
