Preservation Of Web Resources: The JISC PoWR ProjectThis paper describes the work of the JISC-funded PoWR (Preservation Of Web Resources) project which is developing a handbook on best practices and advice aimed at UK higher and further educational institutions for the preservation of Web sites and Web resources. The paper summarises the challenges institutions face in preserving Web resources, describes the workshops organized by the project in order to identify the challenges and identify appropriate best practices, and outlines areas in which further work is required.
The preservation of Web resources is a topic that is of interest to many involved in digital curation issues. It presents many interesting technical challenges in terms of capture and access, and organisational and resourceoriented problems, some of which are shared with other aspects of digital preservation and some of which are unique to Web resources. How does one select material? When are we trying to preserve information and when is it the experience, behaviour or appearance that is paramount? How straightforward is it to move Web resources between curatorial environments? Most everyone knows that information persistence on the Web is a fragile thing. And, as Rusbridge has observed [1] even those who care about information persistence don’t necessarily do a good job of it on their Web sites. This, despite the fact that good advice about URI persistence has been available for some time [2]. URI persistence is just one small (albeit important) part of the problem that illustrates the wider issues that surround Web preservation in an institutional context.

It draws on existing studies, interviews with staff at universities who have implemented Web 2.0 technologies for learning and teaching, and a week-long web based seminar (webinar) with expert contributions, both from speakers and the audience. The report builds on the briefing documents that were written especially for the webinar and the results of the webinar discussions, many of which can be found in the Moodle site that was used to support the conference.
Web 2.0 will affect how universities go about the business of education, from learning, teaching and assessment, through contact with school communities, widening participation, interfacing with industry, and maintaining contact with alumni. However, it would be a mistake to consider Web 2.0 as the sole driver of these changes; in reality Web 2.0 is just one part of the Higher Education (HE) ecosystem. Other drivers include, for example, pressures to greater efficiency, changes in student population, and ongoing emphasis on better learning and teaching methods.
Nonetheless, Web 2.0 is, in our view, a technology with profound potential for inducing change in the HE sector. In this, the possible realms of learning to be opened up by the catalytic effects of Web 2.0 technologies are attractive, allowing greater student independence and autonomy, greater collaboration, and increased pedagogic efficiency.

• Programs with asynchronous events:
Here the program must be ready for various events, but does not know the order in which they might occur. For example, in Sections 3.1 and 3.2, we have a network server connected to several clients. The server does not know from which client the next message will arrive. So, we have the server create a separate thread for each client, with each thread handling only its client.
• Programs whose peformance can be improved through latency hiding:
Here the program is doing multiple I/O operations, each having long latency, i.e. delay in response. We’d like to perform useful work while waiting for the response, so we have different threads for each I/O action. This way, although the latency is still there, it is “hidden” by doing other useful work in parallel.
For example, in Section 4.2, each thread performs a separate network operation.
• Computation-intensive programs:
If our program is a long-running mathematical computation, it can really benefit from having several processors, e.g. two processors in the case of dual-core machines. By having our program set up a different thread for each processor, we have the potential for substantial speedup, due to the parallelization of the computation. An example is in Section 5.
