Districting Competition Tutorial Using ArcGIS 9.3 and Districting WizardThis tutorial is designed to show the user how to use ArcGIS software and the Districting extension to prepare and submit a plan for the Competition. Please refer to the document “FINAL Rules of the Competition” for details and rules about this project including the rules and procedures of the competition.
This tutorial, which also serves as a manual, provides instructions on how to use many of the tools, functions, and options available in ArcGIS and the Districting extension that will help the user create proposed plans for this project. However, because the tutorial was written in a relatively limited timeframe many functions and options of the software that may also be useful are not covered. Persons with more experience with GIS software in general and with ArcGIS in particular may be able to more easily learn and use these additional functions.
Please follow the tutorial carefully as missed steps or incorrect specifications or actions can cause errors and much frustration. Please expect that it will take several practices and some hours of work to become comfortably efficient with the software.
The software is the product of ESRI and may not always work as expected or desired. The authors of this document are only responsible for the tutorial and the two tools that were created to assist the competition – the Compactness Tool and the Fragmentation Tool.

They also tend to undergo several rounds of revision, with new content often being added after peer review and style and format reworked for target journals. Currently, this tends to involve emailing versions of the document between authors, or storing versions on shared drives. However, a new breed of online applications that mimic the functions of desktop applications could change the process of producing a scientific paper.

The traditional problem with using web applications to perform functions similar to those carried out by personal computers is the time it takes for the client to communicate with the server. This means there is a delay in performing the command given by the user. Recently, Google Earth demonstrated that this barrier had been removed: moving the mouse on your personal computer results in instantaneous spin or zoom onscreen. Google Suggest is another example: with every keystroke the suggestions in the drop-down box are updated (1).
The secret to the instant responses of this new generation of web applications, sometimes referred to as WYSIWYG (‘what you see is what you get’), is the use of Ajax. The analyses include graphical data displays, fitting of point process models, estimation of fractal dimensions, and rou- tines to apply the M8 Algorithm to given datasets. The Statistical Seismology Library is written in the R language, and consist of a number of R packages. Each package has its own Users Manual that contains documentation for all functions within that package.
This Users Guide contains a sequence of examples, showing how the functions can be implemented and how they are related to each other. The guide is divided into three parts. The first part gives an introduction to the R language, emphasising those features that are important for an understanding of SSLib. In the second part, examples are given for each package in SSLib, showing how the functions are related to each other. The third section is more technical, and really relates to system administration: installation of software, software modification, and inclusion of local earthquake catalogues.
