  • This tutorial is designed to show the user how to use ArcGIS software and the Districting extension to prepare and submit a plan for the Competition. Please refer to the document “FINAL Rules of the Competition” for details and rules about this project including the rules and procedures of the competition. This tutorial, which also serves as a manual, provides instructions on how to use many of the tools, functions, and options available in ArcGIS and the Districting extension that will help the user create proposed plans for this project. However, because the tutorial was written in a relatively limited timeframe many functions and options of the software that may also be useful are not covered. Persons with more experience with GIS software in general and with ArcGIS in particular may be able to more easily learn and use these additional functions. Please follow the tutorial carefully as missed steps or incorrect specifications or actions can cause errors and much frustration. Please expect that it will take several practices and some hours of work to become comfortably efficient with the software. The software is the product of ESRI and may not always work as expected or desired.   • The ISDN TA (Integrated Service Digital Network Terminal Adapter) is a communication product for the Internet and digital communication era. It provides high speed and high quality transmission. The TA supports two analogs and one digital port. The two analog ports act like two regular telephone lines, which can be connected to regular telephone, answering machine, fax and modem products. Also, the TA can provide flexible functions like: supplementary service, call screening, speed dial and global call function to meet user’s requirements. The digital port with the RS232 link can be connected to PC to support data communication with remote site. It supports many protocol selection such as V.110, V.120, X.75, X.25 on D channel, PPP (Point-toPoint Protocol), MLPPP (Multi-Link PPP), BACP (Bandwidth Allocation Control Protocol) / BOD (Bandwidth On Demand) function. With the MLPPP, the entire 128k ISDN bandwidth can be used to access the Internet. The BOD function can utilize dynamic bandwidth demand under MLPPP connection. Under MLPPP data connection, the TA will automatically release one B channel for voice communication when the user picks up the phone to make a call and returns to two B channels for MLPPP when the phone hangs up. With the BACP function, the 128k capacity of ISDN can be utilized fully. The TA is equipped with channel bundling feature which allows the user to use both B channels to maximize the 128k bandwidth for data transmission. The TA complies with ITU-T Q.921, Q.931 for D channel protocol, and provides switching type selections

  • Social networking websites have been steadily gaining popularity over the last few years. A recent OFCOM report (OFCOM, 2008) demonstrated that 22% of adults in the UK had registered with a social networking site (the figure is highest for 16-24 year olds and decreases with age). Facebook is, at present, the most visited social networking site and has over 130 million active users (Facebook, 2008a). This article shares the experiences of University of Wolverhampton’s pilot project into the use of Facebook pages for academic libraries. During 2007, we noticed that many of our students using PCs in the University of Wolverhampton Learning Centres were regular visitors of Facebook. Each member of the University is given a University e-mail address as well as access to our VLE, but from talking to students, I found that some were choosing to use Facebook as the platform to communicate with their cohort and organise group work. Academic staff had also started to use Facebook, mainly as a forum for social interaction within their classes but also as a way for students to communicate with them. Some libraries had been using Facebook to set up a profile for the library. However, Facebook regulations permitted this (profiles should be for individuals only) and many were closed. In November 2007, Facebook began Facebook Pages which is designed for businesses and organisations (including libraries) to create a presence. By creating a Facebook page rather than a profile, other Facebook members can become a “fan” and be sent updates via Facebook.

  • Once upon a time, the Internet was a wholly virtual environment, moored only loosely to the physical world. It was where information went to become free, where censorship was routed around, where communities could leap barriers of distance and culture in a single bound . . . and where no one knew you were a dog. The kicker was that these aspects were built into the fabric of the Net, thanks to its origins in military communications research. You couldn’t tie the Net to the real world if you wanted to. The physical world is making a comeback, even online. With the collapse of the dot-com stock bubble, things like brick-and-mortar storefronts, tangible assets, face-to-face meetings and hard-dollar profits suddenly are fashionable again. Following the same pattern, the foundational assumption that Internet users and sites have no connection to geography is eroding. It’s now possible to determine with high levels of certainty where someone is connecting from. This allows for targeting of services and content, but also raises the possibility that physical-world laws will encroach on cyberspace. Like it or not, the era when one could confidently speak of the Net as a world apart is coming to a close. Profitability and traditional stock valuation metrics do matter in the end. Napster and MP3.com have been forced to restructure their offerings in response to pressure from the music industry.   • An emerging trend in Social Networking sites and Web portals is the opening up of their APIs to external application develop- ers. For example, the Facebook Platform, Google Gadgets and Yahoo! Widgets allow developers to design their own applications, which can then can be integrated with the platform and shared with other users. However, current APIs are targeted towards develop- ers with programming expertise and database knowledge; they are not accessible to a large class of users who do not have a programming/database background, but would nevertheless like to create new applications. To address this need, we have developed the AppForge system, which provides a WYSIWYG application development platform. Users can graphically specify the components of webpages inside a Web browser, and the corresponding database schema and application logic will be automatically generated on the fly by the system. The WYSIWYG interface gives instantaneous feedback on what users have created and allows them to run, test and continuously refine their applications. AppForge has been used to create prototype versions of a variety of applications such as an event planning system, a recruiting system, an item trading system and an online course management system. We have also conducted a small and preliminary user study to identify and fix some of the usability aspects of AppForge. As the world moves towards Web 2.0, there is an increasing need to leverage webpages as computing platforms that can enable users to build their own applications. For example, in Facebook and Yahoo!
